Innocam.NRW, the competence network for automated and connected mobility in NRW, is the central point of contact for all players in the mobility industry, science and local authorities. In order to provide them with assistance in dealing with the new legislation on highly automated driving, innocam.NRW has published a study. Based on three concrete cases, the study shows the application of the legal requirements, identifies regulatory gaps and discusses implications for liability issues.

Background: Germany has taken a pioneering role in Europe in the regulation of automated driving, passing both a law and the associated regulation on the approval and operation of autonomous vehicles (AFGBV). The challenge now is that the stakeholders do not yet have any experience in dealing with the current legal framework.

The competence network has therefore commissioned TÜV SÜD Rail GmbH to shed light on the subject. The three use cases comprise the trial operation of automated vehicles, the regular operation of people movers and, for differentiation, the regular operation of goods movers.
